The 2021 "Shuangqiao Economic Development Zone Drinking Water Source Emergency Environmental Incident" emergency drill

The 2021 "Shuangqiao Economic Development Zone Drinking Water Source Emergency Environmental Incident" emergency drill, hosted by the Shuangqiao Economic Development Zone Management Committee, and organized by the Shuangqiao Economic Development Zone Management Committee Office, Shuangqiao Economic Development Zone Ecological Environment Bureau, and Chongqing Zhilun Electroplating Co., Ltd., was held at 15:00 on October 25, 2021 at Zhongqing Zhilun Electroplating Co., Ltd.

The drill focuses on the leakage of electroplating solution from a certain enterprise in Chongqing Zhilun Electroplating Park, which flows into the Gushui River through the rainwater pipe network in the park and causes environmental pollution of the drinking water source. The drill subjects include "early rescue", "security", "emergency rescue", "environmental emergency", and "news release".

On October 21st at 10:00, during a nickel plating production line in a production workshop of a certain enterprise in Chongqing Zhilun Electroplating Park, a production line inspector discovered that the nickel plating tank had experienced a "bulging" situation. As the temperature of the plating tank increased, the plating tank broke, and a large amount of nickel containing concentrated tank solution overflowed from the production workshop and flowed out of the workshop staircase to the park road surface and into the rainwater pipeline. Most of the tank solution was intercepted by closing the park's rainwater switching valve and entered the park's rainwater collection pool. It was pumped through the rainwater collection pipeline to the emergency pool of nickel containing wastewater in the park's sewage treatment station. However, a small portion of the tank liquid may enter the rainwater pipe network outside the park and flow into the Kushui River.  

Chongqing Zhilun Electroplating Co., Ltd. reports to the Ecological Environment Bureau of the Economic Development Zone in accordance with the reporting system. After receiving the danger report, the Ecological Environment Bureau of the Economic Development Zone immediately arrived at the scene for investigation. After on-site investigation and analysis, it was determined that the company's rainwater ditch was flowing in the direction of the Kushui River, which may affect the water intake of the Shuangqiao Economic Development Zone Water Plant at any time. The Ecological Environment Bureau of the Economic Development Zone immediately reported to the Economic Development Zone Management Committee to activate the "Emergency Plan for Sudden Environmental Incidents of Drinking Water Sources in Shuangqiao Economic Development Zone, Chongqing".

After the emergency plan was activated, an emergency command center was quickly established, and emergency response experts were gathered to organize relevant departments such as the Ecological Environment Bureau of the Economic Development Zone, the Youting Industry Development Center, and the Shuangqiao Industrial Park Development Center, as well as Chongqing Zhilun Electroplating Co., Ltd. and Zhilun Electroplating Wastewater Treatment Station to study and formulate emergency plans on site.

Based on the on-site situation, the command center formulated a scientific emergency response plan and arranged emergency rescue personnel to immediately block the last rainwater well discharged into the Kushui River basin. The collected electroplating tank solution and polluted wastewater were collected, and the rainwater pipe network was flushed. All collected electroplating tank solution and flushing wastewater were pumped by submersible pumps to the emergency accident pool of the Zhilun Electroplating Park sewage treatment station; Arrange emergency monitoring personnel and experts to develop an emergency monitoring plan and set up monitoring points 500 meters and 100 meters upstream of the rainwater pipe network discharge point into the Kushui River and the drinking water source intake point in the park to conduct emergency monitoring, and timely report relevant data to the command center.

After more than an hour of rapid response and cooperation from relevant departments, the accident was properly handled. On site monitoring data showed that the Kushui River met the drinking water source standards and did not cause pollution to the water source, successfully avoiding a major drinking water source environmental pollution incident (Level III).

This drill verified the practicality and operability of the "Emergency Plan for Sudden Environmental Incidents of Drinking Water Sources in Shuangqiao Economic Development Zone" and the "Emergency Plan for Sudden Environmental Incidents of Ecological Bureau in Economic Development Zone", further improving the collaborative response level and emergency response capability of Chongqing Zhilun Electroplating Co., Ltd. to respond to environmental emergencies, and strengthening the main responsibility awareness of Chongqing Zhilun Electroplating Co., Ltd. as an environmental risk enterprise.
